This text is discusses the subject of distance education associated with the theory of human capital. Its theoretical objects of analysis are the neoliberal economic context, productive restructuring, and the relationship between education and development, underpinned by the theory of human capital. The results of this analysis suggest that it may not be possible to discuss the current policies for distance education outside the neoliberal context and the theory of human capital. In this society, both adopt a system that is intentionally unequal, individualistic, and competitive, along with an economic concept of education that is merely feeds the process of accumulation of wealth by the elite. If we want quality educational transformation, we must break away from the logic of capital, radically changing the power relations and the production system.
