Abstract

The sea assumes itself as a very important strategic resource for Portugal, derived from its geostrategic positioning, the dimension of its maritime coast and the impact that this resource has on the national economy. This investigation seeks to understand the Water Sports Promotion Policies formulated by the Municipalities of the Lisbon Metropolitan Area with direct relation to natural water plans and that share borders. Methodologically we used a qualitative and interpretative approach, having applied to six Municipalities a model of analysis with indicators of structural, financial, strategic and inter-municipal nature. Data collection took place between 2016 and 2018, using the methods of Document Analysis and Guided Interview. We found out that these Municipalities integrate thirteen natural spaces and thirty-six beaches with conditions for the practice of water sports, being also planned the construction of two Nautical Sports Centers. It was found equally the existence of twenty-six sports offers for the practice of nautical sports and seven municipal sports programs that integrate water sports. We conclude that all the Municipalities analyzed have a Municipal Policy aimed at the Promotion of Water Sports Practice, a policy that includes structural, educational and sporting measures. However, this is an area with a very high strategic and growth potential that can be achieved through the implementation of an inter-municipal development project that could make this region one of the main world centers for water sports.
