Objective:

The presente study aimed to point out reflections on the planning stage of the agréments signed under the Programa Esporte e Lazer da Cidade. Methodology: From documentar analyzes, 105 projects between the federal government and brazilian municipalities were evaluated. Results: The study’s findings are based on the finding that approximately 30% of the municipalities did not presente documents that guide the planning of actions to be developed for the continuity of local sports and leisure policies. Identical documents were also identified, which point to possible managerial replications aimed at complying with bureaucratic requirements for the signing of agréments and, consequently, the transfer of resources. Conclusion: It is concluded that the Programa Esporte e Lazer da Cidade is moving towards a State policy, but still presentes necessary advances in the planning stages of partnerships, which can expand its potential for success, mainly in guaranteeing access to sport and to leisure as social rights.
