This article maps the educational situation in schools located in capital cities of the Brazilian states, in relation to the choosing of school principals and the external assessment of schools, from 1999 to 2003. The text articulates the core factors in the decentralization of social policies, including educational policies, with the implementation of them in the capital cities of the Brazilian states. In the context of the Federal government’s recent educational policies, including the Plano de Metas Compromisso Todos pela Educação (Plan: Education for Everyone), the article argues that, in the near future, this will be an important instrument for the development of these policies in Brazilian States and Municipalities.
