This article describes not only the elaboration of a Virtual Learning Environment (VLE), suited to the development and teaching of reading in public schools of the State of Ceará but also to the advancement of a scientific methodological proposal and its use by students and educators in three public schools. Initially, the content was organized in a lesson sequencing proposal; subsequently, a VLE was developed and structured in consonance with the necessities described in the proposal. Ultimately, the VLE was used in three public schools in the State of Ceará. After the term the learning environment was applied, the subjects filled a questionnaire about it and also about the methodological proposal. The analysis of the answers demonstrated that the environment and the methodological proposal contributed significantly to the improvement of the teaching of reading in public schools.
