The evaluation of public policies is an important scientific area as it allows society to access vital information to appraise state actions and the transparency of public management. This study investigates the impacts of the implementation of the public policy entitled Programa de Apoio a Planos de Expansão e Reestruturação das Universidades Federais Brasileiras (Reuni) at the Federal University of Ceará (UFC). This public policy aims at increasing vacancies and programs, democratizing student access and permanence, inducing new forms of academic management and teaching, improving university efficiency, and social inclusion. It was used secondary data on teachers' qualifications, the bibliographic collection, the quality of undergraduate studies and the postgraduate qualifications, considering periods prior (2003 to 2008) and subsequent (2010 to 2016) to the implementation of Reuni. Statistical analyzes using the Anova Test revealed significant differences in mean values related to teachers' qualifications, expansion of the bibliographic collection, graduation quality and post-graduation quality, on the aforementioned periods. Therefore, the importance of Reuni is made evident, corroborated by positive impacts on the institutional variables studied, resulting from its implementation in the UFC.
