Abstract

This text aims to evidence relationships between the State reformation and the educational reformation in Brazil during the 1990s. The analyses developed are articulated with the context of reorganization of capital, as a result of the world capitalism response to its general crisis, which became more evident from the 1970s. The study of the Reformation Managing Plan of the State Apparatus - which incorporates several elements from the neoliberal project of the Third Way - constitutes evidence that this process meant reduction of the state range of action upon public and social policies, redefinition of boundaries between public and private, and meaningful changes in the relation between State and civil society. The purpose of reformation, oriented towards the market, was to reduce public expenditures for social protection and to prioritize social assistance to those more socially vulnerable. In the 1990s, there was a broader educational reformation, encompassing several dimensions of the teaching system, that is, legislation, planning and education management, financing, school curricula, evaluation, among others. The reasons presented by the neoliberals were the urgency to provide more efficiency to the educative systems with the least impact on the public sector expenditures, and to cooperate with the targets of monetary stability, inflationary control and physical balance.
