This article is result of the research “Municipal strategies for the offer of the basic education: analysis of partnership public-private in state of São Paulo”, elaborate by the Group of Studies and Research in Educational Politics (GREPPE). The research cited above is linked to the interinstitutional project, financed by the Foundation for Research Support of São Paulo (FAPESP). The aim of this paper is to present and discuss the management systems adopted by two cities of São Paulo, Cosmorama and São José dos Campos. To conduct the study were collected and analyzed registration data available in database of Greppe and government sites. The completion of the research took into account the importance of local peculiarities, the power relations manifests in the actions and reactions promoted by the social groups involved and the specificities in the government politics. We decided to interview of the semi-structured type, from precarious scripts, the interviews were performed with the actors involved in the implementation of partnerships to management advice in two cities.
