This study discusses the meaning of policy based on a conception of curriculum and policy as enunciation, articulation/production of meanings. Underscoring the discursive nature as constituting curricular production supports the affirmation that the discourse is not a representation/manifestation of structures that are its basis, but an articulatory process. For that reason, in that study the concept of policy and the conceptions that support its formulations rooted in that understanding are presented, highlighting the contribution of Laclau and Mouffe, after examining central categories - discourse, hegemony and articulatory practices - which, for those authors, outline the perspective of policy defended. In that sense, the process of policy production is seen as an articulatory practice and it is argued that the analyses of curriculum policies are viewed as a contingent, conflicting, discursive and dialogical action that enables the subjects to take up positions within the identitary discourses, in a democratic-pluralist universe complete with struggles and negotiations.
