On the basis of the studies and notes of Norberto Bobbio (1909-2004) on the human democracy and rights, as well as under the inspiration of the flag of the right of all to the education, are possible to affirm that a system of free and open public education consists in an effective way of combat to the social inaqualities. Such agreements anchor a documentary research of base in primary sources, that it searchs to analyze an alternative of qualitative expansion of the public school: the school in integral time implemented in a city in the Rio Grande do Sul State for administration 2005-2008. Objective main of text constitutes in to defend possibilities of expansion qualitative of nets and systems public of education - and, for extension, the magnifying and consolidation of politics that guarantee the right of all to the education -, from the experience unchained in the city focus of analyses.
