Abstract

This paper analyzes the Joint Action Plan (PAR) with a view to assess whether this provides details of construction and realization of the system of collaboration among federal agencies as recommended by the Brazilian legislation. We used qualitative methodology to analyze the documents governing the Plan. It was concluded that PAR, as has been formulated and is being implemented, does not act as a factor that facilitates the collaboration, what it requires is that most actions focused on investment of financial and technical resources of the Union in subnational governments. What happens to the PAR is the mere coordination of actions by the Union of states and municipalities and non-cooperation regime.
