The study analysed through the discourses the existence of the “tripod” when addressing the question of compulsory education. In the Empire and Republic, the question appears linked to supervision policies of education and qualification of teachers and the two measures, possibly, is linked with the compulsoriness. These issues appear associated since the Law 13 of 1835, in the reports of the presidents in Minas Gerais and the jornals examined “Correio de Minas”, “Jornal do Commercio” e “Correio da Tarde”, having been appointed in discourse of the President Silviano Brandão in the year 1899 as “guilty” for the failure of school attendance.
