From a bibliographic and documental research and a field study, this paper aims at analyzing the implementation of Distance Education by the Brazilian Open University at the Sul-rio-grandense Federal Institute from 2006 to the present, in the light of the ‘policy cycle’ theory by Stephen Ball. The paper proposes a discussion about the action settings of the actors involved in both the construction and reconstruction of policies. The results have shown that the interests of the three contexts of the policy cycles are present at several levels of the policy implantation and are points of conflict, resistance and adaptation to the interests of each cycle, as seen in the case of public policies implemented and assimilated by the Institution under consideration in this research.
