This work unfolded in a dissertation, whose research design investigating the movements of an evaluation policy from the curriculum change at the Municipal Secretariat of Education of Rio de Janeiro (SME/RJ). Funded in discussions of Ball (1992), I use the Cycle Policy as an analytical model to understand the process of articulating political spheres. Thus, I conceive the relationship between curriculum and assessment as a place of trading, conflicts and disputes, in which I analyze the meanings of a standardized assessment practice and its relation to curriculum production. Therefore, I argue that this policy has created an hegemonic consensus on the evaluation and technical competence from the reversal of quality of political discourse in translated text.
