In this study, the aim was to analyze the limits and possibilities of pedagogical actions in the context of educational management, from impacts, impasses and challenges faced by systems and associated institutions in the context of implementation of educational public policies in educational reforms, from dialogue between basic and higher education. It was used documentary research, query database of National Institute of Studies and Educational Research Anísio Teixeira, semi structured interviews and participant observation. It was concluded that all the involved subjects need empowered themselves of the principal concepts which promote the reforms avoiding a democratic pseudo management, which ends up masking the interest in regulation and control that permeates the formation of these reforms.
