In this current study, worked out from the perspective of comparative stud ies, we aimed to discuss about the principles and guiding criteria of external evalu ation processes that focus on the organization of Higher Education Institutions in Brazil and Cape Verde. We analyzed how each country has regulated the relationship between Higher Education and society and how each of them have committed itself with the public policies. We concluded that the creation of external evaluation systems in Brazil and Cape Verde is linked to the need to set up regulation by both States and to the induction of the quality of the educational systems, in a scenario of diversifica tion of institutional models, taking into account the expansion of the access to Higher Education, the integration and international recognition.
