Abstract

The article analyzes the advances and tensions in the field of educational policies towards the consolidation of the right to early childhood education in Brazil. The evaluation of the history of this educational stage from 1996 to the present shows the consolidation of a regulatory body of norms that did not guarantee access and quality. Such evidence supports an argument that the concept of early childhood education that guidance the law are not materialized in public policies that should guarantee this educational right. These conception is, in fact, strongly threatened by privatist models characterized as a new philanthropy, made up of private social in vestors organized in institutes and foundations that argue about investments in early childhood based on econometric reasons.
