MORGAN, Karine Vichiett  e  NAJJAR, Jorge Nassim Vieira. Against democratic management: educational policies in Brazil from 2016. Roteiro [online]. 2020, vol.45, e23390.  Epub 05-Ago-2020. ISSN 2177-6059.  https://doi.org/10.18593/r.v45i0.23390.

Since the fall of the Military Civil Dictatorship and the construction of a new Brazilian Constitution, democratic management has become a guiding principle for public education in Brazil. Important processes of widening popular participation in decisions within public institutions and in education systems have been guided, including, by several policies created for this purpose. However, after the 2016 Parliamentary Legal Coup, the discussion about a supposed inefficiency of public education returns to the political agenda, opening spaces for new forms of school management that diverge head-on from the constitutional principle. This article, through bibliographic review and documentary analysis, aims to unveil and analyze historical advances and setbacks in democratic processes in the management of systems and schools in the years after the 2016 Coup. It is concluded that, although the Country has achieved a real enlargement of democracy in education in recent decades, such achievements remain unstable and at the mercy of party political variations.
