Abstract

In this article we analyze the Horizon 2020 Program - Framework Program for Research and Innovation - launched by the European Commission in 2014, as part of the Europe 2020 Strategy. The objective is to demonstrate how this Program is structured/fanned by elements of the conception of World Class University that is being disseminated by International Organizations, especially the World Bank, Think-Thanks, experts and academic rankings. For this, in theoretical-methodological terms, we use the bibliographical survey and the documentary analysis, seeking to understand the totality of the relations / phenomena, as well as the contradictions, influences, power relations and projects in dispute that cross them. For the time being, we understand that H2020 “crowns” the long process of relativization of a particular European university, establishing/reinforcing a university concept that meets the characteristics of the model of excellence or world class.
