Abstract

The following article presents the results of a research conducted between 2017 and 2019 which is main goal was to analyze the development of the municipalization policies of the basic education in the last thirty years (1988-2018). In addition to the policies in a national and state level, it was decided to make a study on a specific federate unit. The study was made in the city of Xaxim, located in the West region of the state of Santa Catarina, with an estimated population of 28.424 inhabitants. The research was made through a broad bibliographic review, documental analysis and the systematization and analysis of primary and secondary data of the city and of the city´s basic education system available on different data basis. The study showed that starting from the Federal Constitution of 1988, the federal government and the state of Santa Catarina implemented, progressively, a series of duty decentralizing policies to the counties. In view of this set of policies, the city of Xaxim implemented a series of actions that expanded its municipal network of education. In 2018, the municipal network accounted for 77% of the primary education enrollments and 72% of all basic education ones. It also responded for 98% of the daycare enrollments; 97% of pre-school; 70% of special exclusive education and 62% of those of youth and adult education. The city does not offer high school. The study also showed that the private network only responds for 3% of the basic education enrollments.
