The article analyzes the institutionalization process of the affirmative policy for higher education at Federal University of Rio Grande do Sul (UFRGS), focusing on the permanence of the student’s quota based on the meanings established by the actors who have worked in the academy’s macro-management. For this purpose, a notion of social justice is used as a theoretical reference which incorporates the need for reparation/transformation in three dimensions: socioeconomic (social class), cultural (identities and status) and political (political participation). The epistemological-methodological basis focuses on the premises of critical discourse analysis, understanding that discourse is not only determined by social institutions and structures, but that it is a constitutive part of them, that is, discourse constructs social as a practice, acting both as a reproducer of social structures and as its transformer. Taking the results into account, the research reveals that UFRGS needs to face substantial challenges regarding the implementation of student permanence actions that take into account the social, economic and cultural diversity of students from popular backgrounds. Furthermore, the study shows that the university still has an academic organization highly conditioned by institutional bases aimed at teaching Brazilian elites.
