The expansion and democratization of access to higher education constituted a strategic social policy in the context of the development project of the governments of the Workers' Party. In this scenario, the objective of this study was to discuss the extent to which the developmental project of the governments Lula da Silva (2003-2010) and Dilma Rousseff (2011-2016) articulated with the expansion policies for higher education led to greater social inclusion and democratization. For this purpose, bibliographical and documentary analysis was used. The process of expansion of this level of education has allowed the access of segments of the traditionally excluded population still restricted. The process of inclusion and democratization can not be expanded and sustained if universal social policies are not consolidated to guarantee the reduction of the country's significant social inequalities
