This text, which presents a critical and theoretical discussion, is a cut of a research developed within the scope of the masters in education, focusing on the impact of unidetifying quality teaching in Angola, seeking to generate new lenses of understanding about this controversial educational phenomenon. The study is qualitative in nature and the data were obtained through heuristic reading of the documentation related to the subject and analyzed considering the assumptions of Bardin´s theory (2006), dialoguing with the theoretical contributions of Isaiah (2013), Samuels (2011), Leite (2000), and Teodoro (1994). The results indicate that the absence of dialogue between the central administration and the executors of educational policies conditions the achievement of the objectives set, feeding behaviors that bias the teaching quality. In addition, the need was identified for aligning initial teacher training policies with the actual educational needs of the country.
