Abstract: External assessments are instruments that aim to measure the educational quality offered by education networks and underpin countless accountability policies. This article aims to analyze data collected from the assessments application that serve to verify the educational quality evolution of the governmental network of Ceará and of groups from Ceará schools with different performances. For this, legal documents and scientific production from specialists in the area was used that could support the data analysis and contribute to a critical view of the assessments as instruments that promote the market needs. Such analyzes showed that government education in Ceará has been advancing, however, inequalities between schools persist, which reinforces the idea that improvement policies should take into account a series of factors and specificities of schools and networks beyond the assessments results.
