The text is a study of politics, without reducing it to the political text, here understood as one of the moments of its production. To understand the Guidelines in their political trajectory, the authors use the documentary analysis of opinions and resolutions of the National Education Council, in addition to texts by political actors who contributed to sustain the need to reform teacher training courses.
