The article analyzes the tensions, negotiations and disputes produced by the councilors of the Basic Education Chamber of the National Council of Education, focusing on the institutions through which they circulated. As a theoretical-methodological foundation, it assumes the critical-documentary analysis and uses the Gephi software as a tool. It adopts as sources the Lattes Curriculum of the subjects and general search in Google. The results point to the existence of two different groups: one destined to strengthen the educational project of the Federal Executive; and another destined to tension this project. In addition, the circulation of councilors in relevant spaces from the end of their terms onwards indicates that the political-educational culture constituted between 1996 and 2002 continued to influence educational policies.
