Abstract

Based on research about the Educational Assessment System of Alagoas - Saveal, from 2001 to 2021, in this article we focus on its implementation in the government of José Renan Calheiros Filho (2015-2021). We assume that large-scale external evaluation is relevant when it provides information to the management of school systems and institutions, helping political leaders and teachers in decision-making for educational development and the mitigation of identified problems. The description and analysis of Saveal, in this study, considers it as a public policy movement integrated with educational management (BROOKE and CUNHA, 2011; SOUSA and OLIVEIRA, 2010) and its implications for the democratization of basic education in Alagoas (MEDEIROS and LUCE, 2006; DIAS SOBRINHO, 2010). The analysis of Saveal is situated in the historical and sociopolitical context and in its materialization/implementation through the application of performance tests to students. However, in this study we observed, mainly, the model of political-educational management used in the state of Alagoas, more particularly by the State Secretary of Education. Using qualitative methodology, in bibliographic and documentary analysis, we investigated processes and results of large-scale external evaluations in the state of Alagoas. Overall, we point out growing meritocracy and privatization in political-educational management, to the detriment of the democratization of/in public education.
