The students of lower classes and blacks entering public universities in the context of affirmative action policies have been playing a key role in the transformation of these institutions, once they inquire the social and ethnic-racial profiles of the student body, the institutional organization and, mainly, the curricular matrices. And how has the university management acted to guarantee full educational rights to these audiences? This article aims to analyze how institutional racism and whiteness identified in speeches of managers of a federal University favor a management model that selectively reacts to legal requirements and the demands made by black students, they maintain the coloniality of power/knowledge and hinder the effectiveness of an affirmative university environment, which transcends access policies.
