Associating ideas of public and private partnerships is more and more recurrent in the field of education, as they function as management mechanisms that try to organize the national educational systems to a global educational project. For this reason, PNUD is being one of the main partners of the Ministry of Education (MEC) and the Brazilian governments with programs that propose to innovate with the aim of solving public educational problems of any kind, and consequently, improve the educational quality index and reduce poverty in national level. Through theoretical framework of critical approach - dialectical, this paper aims to highlight aspects from educational management from the relation of PNUD with local governments from Brazilian Northeast. In conclusion, PNUD is being one of the main agents of management in Brazilian Education, specially in Brazilian Northeast because of its low social indexes the programs that were acting in public education had the function to deal with the issues of the capital system, articulating the political agenda of the educational local management
