Health promotion, unlike prevention, is not focused on a specific problem. These are actions that seek to maintain health, considering the different realities in the search for quality of life. Political milestones such as the approval of the Lei de Diretrizes e Bases da Educação Nacional (LDBEN - National Education Guidelines and Bases Law) and the formulation of the Parâmetros Curriculares Nacionais (PCN - National Curriculum Parameters) brought health promotion actions closer to the school environment. The Programa Saúde na Escola (PSE - Health at School Program), which is the result of a partnership between the Ministries of Health and Education, seeks to bring these sectors together. Using documentary analysis, this study drew on the Policy Cycle framework proposed by Ball et al. as a theoretical-methodological foundation to understand the Context of Influence underlying the Program's formulation. We highlight the changes in the concept of health and health promotion, the importance of the school environment and the main political milestones that are linked to the formulation of this Program. In this way, it introduces an innovative approach, aiming to shift from a welfare-based model to a health promotion paradigm in the school environment, emphasizing intersectoral collaboration. In this context, we consider the school environment a powerful platform for discussing health and a strategic partner in engaging with the community, playing a crucial role in shaping public health policies.
