This article deals with the Manifest of Educators Once Again Summoned: the conception of public. The problem of the article seeks to answer a central question: how do the signatories of the Manifesto of 1959 understand the concept of the public and from it criticize the education in force and the defenders of the private school? The general objective is to analyze the understanding of educational problems in the 1930s and 1960s, as well as the solutions proposed by the Manifesto of 1959. The research is of bibliographic-documentary nature. We used as sources of research, books, book chapters, dissertations, articles in periodicals and two important documents: the Manifesto of 1932 and the Manifesto of 1959.
