The municipality as space and municipal policies aimed at quality basic education are discussed. As a methodology, several studies that focus on educational policies implemented in municipal network systems of the state of Rio Grande do Sul, Brazil, are reviewed through a re-assessment of multiple cases in which interviews were made and documents analyzed. Current paper analyzesdifferent forms of exercise of local political autonomy in municipal policies on education, based on occurrences identified in the different cases which caused discontinuities. Results show the need for institutionalization as a dimension of local political autonomy and as a relevant factor to contain the discontinuity flow thatdisruptsthe projects for quality municipal education.
