This study aimed to analyze a letter from Mr. Anísio Teixeira to the congressman San Tiago Dantas, dated July 1959, during the period when proceeding through the draft Law of Guidelines and Bases of National Education. This is a material whose content clarifies the discussion between the two parties on the substitute bill proposed by Carlos Lacerda, at the time of the conduct of the said project. This study concluded that the relationship between San Tiago Dantas and Teixeira, as opposed to what was being proposed by those substitutes, converged on the defense of public school questioning the transfer of public resources to private enterprise.
