This work aims at investigating the Pedagogical Congress held in the state of Pará, from the moment educators and other people interested in the subject gathered to organize it and make it a large event, from 1895 to 1897. Document sources were legislation in effect at the time, journals, and messages from state governors. However, we see that the idea of creating a space for pedagogical-educational participation and discussion, as was the case of the congress, did not result in quality improvement for teaching and education.
