The article presents a critical reflection on the right to Early Childhood Education in São Gonçalo/RJ, a city located in the metropolitan region of the state of Rio de Janeiro. As an objective, we sought to problematize some challenges, dilemmas and tensions in relation to the expansion of attendance to the right to Early Childhood Education and its financing, especially day care, with emphasis on the Municipal Education Plan (PME, in Portuguese) of the city. The reflections are based on the theoretical-methodological perspective of the Case Study, articulated to a set of social, economic, demographic and political-educational issues, in the local sphere. As a result, it appears that the right to Early Childhood Education in the municipality is far from being fully implemented, given the weaknesses in achieving Goals 1 and 20 of the Municipal Education Plan.
