This research seeks to understand the actual behavior of education spending in the states in 2020 and problematizes the current funding model. The analysis of the budget data, considering the literature on educational financing and pandemic impacts, showed that the revenue’s drop did not occur in the expected magnitude, however, spending on the Education function reduced compared to 2019. Possible explanations are related to: i) the values transferred by the Union to the states, through Complementary Law 173/2020, were not linked to education; ii) managers adopted more conservative measures, due to economic uncertainty and the prioritization to Health and; iii) the lack of a national educational guideline did not collaborate to the quick action of state managers.
