Abstract

This article aims to estimate the financial resources needed to promote the teaching of the initial years of Elementary School (1st to 5th grade) in the city of Mogi das Cruzes/SP. The calculations were performed by the Cost-Student Quality Simulator (SimCAQ) based on a Quality Standard Reference (Padrão de Qualidade de Referência - PQR) that represent a set of necessary inputs to guarantee the quality of education. Through the value of the projection of current expenses necessary to guarantee the PQR and the total enrollment at this stage of education for 2021, the Cost-Student Quality (CAQ, in Portuguese) was calculated. The text presents the inputs that make up the calculation and the PQR values. It is concluded that the value obtained from the CAQ through the simulator is close to the average value of the student expenditure practiced by the city, thus indicating the possibility with the Reference Quality Parameter, and that SimCAQ is a valuable for studies of the educational budget of federated entities.
