The article presents preliminary results of research that proposes an assessment of fund policy in the Metropolitan Region of Curitiba. An excerpt of the effects of Fundeb on the profile of enrollment in three municipalities that had the lowest amounts of expenditure per student is presented: Campo Largo, Colombo and Fazenda Rio Grande. The sources used were SIOPE and TCE/PR; the School Census via the UFPR Data Laboratory and IPARDES reports. The importance of Fundeb is undeniable and the commitment to the universalization of basic education is an advance, however, the choice of cases made it possible to explain a strategy to change the profile of the offer that, at the same time, expanded the service in early childhood education limited the right of specific groups of subjects in certain modalities. The data showed that own resources are not enough to solve the demands for educational quality, leading managers to make sometimes cruel choices between the groups to be served.
