This article aims to present and problematize data on the oscillation of the federal budget execution of funds and agencies that promote Science, Technology and Innovation (CT&I, in Portuguese) policies in Brazil, from 2003 to 2020. This issue is located in the context of a young and weak CT&I system, in international comparison, and subordinated to the neoliberal vectors of global capitalism, focused, in recent decades, on innovation and its externalities, aimed mainly at the productive sector. The problematization is made from two conceptual categories: academic neoliberalism and the historical development of these agencies and funds. The results show that the contingency of resources compromises the maintenance of the National CT&I system and the neoliberal project of innovation generation itself, according to the university-business interaction, and intensifies, even more, the technological dependence of Brazil.
