This article intends to collaborate with a new field of analysis in education research. Its purpose is to produce a cross look at the legislative process and the incidence of actors in the construction of educational public policies through a State of the Art of articles in the area of Education classified in Qualis magazines A1, A2, B1 and B2 (Quadriennium 2013- 2016) that analyze the formulation of fund policy (Fundef, Fundeb and Fundeb Permanent) and the impact of social actors. The hypothesis that led this research is that the analysis of the impact of social actors in the legislative process is incipient in Brazil. We point out as results that most scientific productions in the area of education do not consider the incidence of actors, and especially external social actors, as a relevant element for the formulation of fund policies, which impairs the understanding of how educational policies are elaborated., constituting a gap that must be filled.
