This article seeks to analyze the evolution of institutional indicators of Brazilian State Universities (UEs) related to PNE's goal 12 (2014-2024) for higher education and the evolution of its funding. From a methodological point of view, this study is characterized as being of a documentary and bibliographic nature and the data analyzed come from the National Institute of Educational Research (INEP, in Portuguese), available in the Census of higher education. Through the analysis, the aim is to understand how the participation of the EUs in the challenges posed by this goal has taken place. It is concluded that the set of Brazilian UEs is in a scenario of stagnation of their undergraduate enrollments and reduction of their expenses. Given this scenario, after five years of validity of this Plan, the data indicate that the UEs contributed little to the expansion of undergraduate enrollments targeted by goal 12.
