This article will provide a contemporary analytical description of the public education financing system in Costa Rica regarding pre-school, primary and secondary education. For this, sources of financing, coverage, distribution criteria and allocation of funds, the final asymmetries of the process, in public instances that intervene in State financing, were identified. The text of Stephen M. Barro (1998) was followed as a methodological guide to develop the analysis variables by applying a legal analysis of the regulations that intervene in the education financing process, and this reasoning was crossed with a qualitative analysis that allowed accounting for the level of compliance with the human right to education.
