The objective of this work is to compare and analyze the legal financial guarantees provided for the inclusion of the special education target audience in common classes of regular public education and the provision of special education in the private network in partnership with the public authorities, in basic education, from the state of Paraná, from 2008 to 2018. This is a documentary and qualitative research, based on historical and dialectical materialism. In legal terms, the government of Paraná assured more financial resources to non-profit private institutions that offer special education than to the process of including the special education target audience in the common classes of the public education network, both in the content of the laws and in the large number of regulations that they deal with partnerships between the state of Paraná and such institutions. Such dynamics were strengthened by the hegemony of these institutions in Paraná in the current context of flexible and neoliberal capitalist accumulation that legitimizes the public-private relationship.
