This text intends to analyze the design of the new Fundeb by characterizing the resource redistribution systematics, emphasizing the Union’s complement. A document research was done on the new Fundeb’s legislation, as well as orientation documents and Interministry Ordinances. The new Fundeb is composed of most revenue sources that composed its last version, with new pointers for resource redistribution and three distribution criteria for the Union’s complement: the Yearly Funds Value per Student (VAAF-MIN), the Total Yearly Value per Student (VAAT-MIN), and the VAAR, which implies in a hybrid complement model, predicted to reach at least 23% of the Fund’s contribution value by subnational entities by 2026. VAAR contribution establishes conditions and pointers that are aligned to the New Public Management (NGP) parameters present on Brazilian education policies.
