Abstract

The law 13,005/2014 instituted the National Education Plan and placed on the states, Federal District and Brazilian municipalities the obligation to prepare or adapt their decennial educational plans within one year. Conscious of its supplementary responsibility, the Ministry of Education, in partnership with the National Council of Secretaries of Education and the National Union of Municipal Education Officers, organized a proposal for technical assistance to the federative entities in order to collaborate in the elaboration or adjustment of education plans lined with the National Plan. A network of technical assistance, made up educational evaluators, that was constituted in all federative entities and had as its basis the work an orientation material, the formation of that network and the implementation of the site “Planning the Next Decade”, which served to unify the activity of technical assistance, while respecting the individuality of each state and municipality, in addition to the Federal District. The purpose of this article is to present this experience as a government policy that surprised the results achieved due to the articulated composition of a technical assistance network that could dialogue with all the states, Federal District and municipalities of the country. This work was carried out in all 26 states and in the Federal District. In the Municipal sphere, all 5,570 communes that have an IBGE code have concluded or are in the process of completing the process of preparing or adjusting their plans.
