Abstract

This article discusses public policies regarding the selection of school principals, aiming to analyze the criteria established for this selection process in twenty municipalities in the state of Paraná, Brazil. These criteria are implemented as a means to fulfill the requirements for receiving the complementation of the Student Per Year Result (SPYR), as established by Law No. 14,113, enacted on November 25, 2020, which regulates the Fund for the Maintenance and Development of Basic Education and Teacher Enhancement (FUNDEB). The article also examines the resonance of these policies with the principle of democratic management. The investigation is based on the historicaldialectical materialist method and consists of bibliographic and documentary research. The data indicates that the conditionality related to the selection of school principals is contradictory. While it suggests the possibility of community participation, it also links this participation to the evaluation of merit and performance of potential candidates, which can interfere with the implementation of the principle of democratic management. It is emphasized that democratic management should not be conditioned by educational financing policies but should be a fundamental principle guiding actions in the field of education and schools.
