Abstract

CORREIO, Laerthe de Moraes Abreu Junior  and  CORREIO, Eliane Vianey de Carvalho. To combat the "degeneration of the race": educational discourse for the population in Minas Gerais' public health law of 1927. Rev. Bras. Hist. Educ [online]. 2015, vol.15, n.1, pp.143-169. ISSN 2238-0094.  https://doi.org/10.4025/rbhe.v15i1.504.

This paper addresses the biopolitical discourse of the legislation included in Minas Gerais' Public Health Regulations in 1927, marked by educational resolutions for the population. This document sets out the rules and regulations on the functioning of public health service in the state, including what concerns the functioning of schools. The main goal of the regulation was to fight disease and act as prophylaxis. Thus was privileged the education of the population through sanitary and hygienic measures, advertisements, speeches and public lectures on the causes of disease and the means of prevention and prophylaxis. The legislators' speech shows biopolitical propositions, which are actions for both the "well-being" and the "how to live" for the individuals and the population.
