In this paper we seek to analyze the produced tactics by the sabarense population, city councilors and politicians from the Directory of the Mineiro Republican Party of Sabara, to avoid the determinations of the law nº 281 of 1899 to suppress the primary chairs kept by the government of the state of Minas Gerais in the localities of Ponte Grande, Raposos and Vera Cruz - Pindahybas, belonging to the municipality of Sabará. Therefore, for the effectiveness of this research, we use some data extracted from the Reports of the Secretary of the Interior, the documents from the Secretary of the Interior, and from the mineira legislation which will be analyzed faced to the conceptions of strategy and tactic according to Michel de Certeau. So that, by the end of this paper, we will observe that the localities achieved, through tactics, the remaining of local primary schools, by having as responsible the Government of Minas Gerais to keep them operating.
