Abstract

This article aims to reflect on the historical perspective of Popular Education in Youth and Adult Education in state schools. Therefore, rooted in critical social theory and based on original documents, secondary and oral sources, the study analyzes the historical context and the particularities of the implementation and initial operation of the Youth and Adult Education Program (PEJA) of the municipal network of Rio de Janeiro. PEJA emerged in the 1980s as an educational policy aimed at the literacy of young people aged 14 to 20 years old, based on the precepts of Freirean pedagogy. Its path is configured as an important reference for reflections on the challenges and possibilities in the construction of a state school of popular base.
