This article aims at analyzing the action plans prepared by public schools in the metropolitan area of Campinas, between years 2010 and 2011, as part of the development of a strategic planning methodology implemented by the School Development Plan (PDEescola). It is a brief contextualization of the Brazilian educational scenario after 1990 that culminated with the proposition of a new management model.
